Research & Development Project Plan"How could biodiversity concerns be considered in Climate Change Mitigation Activities?"A Toolkitcommissioned by the German Federal Environmental Agency (UBA)
ContextFollowing the ultimate objective of UNFCCC, which is declared in its article 2, ecosystems - the natural basis of human being - should be enabled to naturally adapt to climate change. To mitigate climate change, measures might be taken under the UNFCCC and its Kyoto Protocol, which include such activities as afforestation, reforestation, forest management, revegetation, cropland management, and grazing land management. These activities can have adverse impacts on biodiversity, but they are also considered potential contributors to biodiversity conservation. Therefore, such activities depending on their concrete design have the chance to simultaneously contribute to the Convention on Climatic Change (UNFCCC) and its Kyoto Protocol and the Convention on Biological Diversity (CBD). In an attempt to achieve these synergies, the Conference of the Parties (CBD COP 6) has called for strengthened collaboration between the two conventions on issues such as:
The impact of climate change on biological diversity, including forest biodiversity;
The integration of biodiversity considerations in the implementation of the UNFCCC and its Kyoto Protocol.
A toolkitIn general various instruments and methods are available to integrate biodiversity concerns into project-based climate mitigation activities. But they are not adapted to the specific needs. The objective of a German project is to develop a toolkit that should facilitate the integration of biodiversity concerns into climate change mitigation projects. This toolkit is intended to provide practical information and support for those who plan, implement or evaluate climate mitigation or adaptation activities and who want to avoid possible adverse effects on biological diversity and enhance synergies between climate change mitigation and biodiversity conservation.
The toolkit should focus on activities in land use, land-use change, and forestry (LULUCF) sectors, but also includes activities regarding renewable energy generation. Important instruments for biodiversity assessment such as environmental impact assessments, guidelines and indicators should be discussed in the special context and decision-trees for most of the major project types should be included in order to facilitate decision making.
